About Us


Founded to advance the understanding and implementation of effective tax policy and compliance, the Center for Tax Policy & Compliance (CTPC) brings together experts and professionals from diverse sectors.
As a nonpartisan and nonpolitical organization, CTPC is dedicated to fostering a deep understanding of tax systems, public finance, and compliance mechanisms. Our work is driven by the belief that well-crafted tax policies benefit society by promoting fairness, efficiency, and economic growth.
CTPC is led by Alexandra Harper, our President, who is a recognized authority in tax policy, fiscal strategy, and regulatory compliance. With over 20 years of experience, she has provided expert guidance to government agencies, multinational corporations, and academic institutions on taxation, public finance, and emerging financial regulation
Alex holds a Juris Doctor (JD) in Tax Law from Georgetown University Law Center and a Master’s in Public Policy (MPP) from Harvard University’s Kennedy School of Government. Before leading CTPC, she served as a senior tax policy advisor at the U.S. Department of the Treasury, where she played a key role in shaping corporate tax reforms and international tax agreements. She later held executive positions at a Big Four accounting firm, advising Fortune 500 companies on tax strategy, compliance, and risk management.
Under her leadership, CTPC has become a leading research institute producing data-driven insights on evolving tax challenges, including cryptocurrency taxation, corporate tax competitiveness, and global tax cooperation. Harper is a frequent speaker at international tax forums and a published author in major financial and legal journals.
Our diverse community allows us to offer a dynamic platform for discussion, research, and the exchange of ideas. Members of CTPC actively participate in setting the agenda for conferences, workshops, and educational seminars. Through our annual meetings, symposia, and publications, we provide a forum for discussing emerging issues and innovative solutions in tax administration and public finance.

Dr. Nathan Ellis | Director of Research
A distinguished economist with a PhD in Public Finance, Nathan specializes in taxation trends, corporate fiscal behavior, and economic modeling. He has led major studies on international tax compliance and advises on digital economy taxation.
Emily Davenport
Director of Policy & Government Relations
With extensive experience in legislative affairs, Emily has worked in both public and private sectors to shape tax policy. She previously served as a senior tax advisor for a congressional finance committee and holds a Master’s in Public Administration.
Kevin Zhang
Chief Legal Officer
A seasoned tax attorney with expertise in corporate tax law, regulatory compliance, and international trade agreements, Kevin holds a JD in Tax Law and has worked with global financial institutions on legal tax frameworks.
Sophia Tran
Director of Communications
With a background in strategic communications and public affairs, Sophia has led major tax policy awareness campaigns. She holds a Master’s in Media & Public Policy and has experience in stakeholder engagement and media relations.
Julian Park
Director of Data & Technology
An expert in data science and economic modeling, Julian holds a PhD in Data Analytics and has worked on AI-driven tax forecasting models. He leads CTPC’s technology initiatives to enhance data security and analytical research.
Michael Reynolds
Chief Financial Officer
A financial strategist with a background in public and nonprofit financial management, Michael specializes in budgeting, grant acquisition, and economic forecasting. He holds an MBA in Finance and previously managed funding initiatives for policy research organizations.
Governance
The Center for Tax Policy & Compliance is governed by a Board of Directors that convenes twice annually during the CTPC Tax Policy Summit and the Annual Compliance Symposium to conduct the organization's business. The governance structure includes the President, two immediate Past Presidents, and fifteen elected Board Members who collectively vote on CTPC's policies and initiatives. As a 501(c)(3) organization, CTPC operates on a non-profit basis, and its Officers and Board Members volunteer their services without financial compensation.
